Programme Director, Ocean Governance and Fisheries, Organization of Eastern Caribbean States (OECS)


David Robin, (Commander, (Ret.)), is the Director for Sustainable Ocean Management Programme (SOMP) in the Environmental Sustainability Division (ESD) at the Organisation of Eastern Caribbean States (OECS) Commission, headquartered in Saint Lucia. David leads implementation of the tailored, integrated, ridge-to-exclusive economic zone (EEZ) – Green|Blue|Circular/Zero Waste economy – for OECS Small Island Developing States (SIDS) and Small Island Territories, which has portfolios of governance, clean ocean and priority productive services, that are guided by OECS Blue Economy foundational frameworks and tools, including and strategic priorities; The OECS SOMP supports: transition of the OECS to a blue economy region towards sustainability and resilience; delivering and achieving national and regional priorities agreed by OECS Member States; strengthening and operationalization of OECS national and regional blue and ocean governance intersectional coordination mechanisms (NICs); and, collaboration with stakeholders and partners. David holds a Masters in Maritime Affairs (Maritime Safety and Environmental Protection, World Maritime University, Malmö, Sweden); Diploma in National Strategy, Policy and Decision Making (Staff College, U.S. Naval War College, Newport, Rhode Island, USA); Diploma, Naval Officers Training (Britannia Royal Naval College, (BRNC), Dartmouth, Devon, England).
