Professor James Kraska is Charles H. Stockton Chair of International Maritime Law, Department Chair ofbthe Stockton Center for International Law at the U.S. Naval War College and Visiting Professor of Law and John Harvey Gregory Lecturer on World Organization at Harvard Law School, where he teaches a popular course on International Law of the Sea.
He has also served as a Visiting Professor at the College of Law, University of the Philippines in Manila, Distinguished Visiting Professor of Law at Gujarat National Law University in India, and a Visiting Professor of Law at the University of Maine School of Law in Portland, Maine. He previously was Mary Derrickson McCurdy Visiting Scholar at Duke University Marine Laboratory in the Nicholas School of the Environment and Chief of Naval Research Fellow at the Marine Policy Center, Woods Hole Oceanographic Institution. He is the General Editor of International Law Studies and Editor-in Chief of the treatise, Benedict on Admiralty: International Maritime Law and on the editorial board of Marine Policy and the International Journal of Marine & Coastal Law.
Professor Kraska served more than 20 years as a U.S. Navy judge advocate, with extensive service in the Indo-Pacific region and the Pentagon, including assignments as legal adviser and international law attorney for naval, joint, and interagency task forces, and as Oceans Law and Policy Adviser and Director of International Negotiations on the Joint Staff.
