Introductory Remarks and Keynote Address Day 1
José Manuel currently holds the role of Project and Research Fellow with WMU. He supports the project management of the IMO-WMU joint academic conference post-event-related matters and assists in the preparation of the academic conference proceedings.
Prior to joining WMU, José Manuel worked for the Peruvian Government in the Directorate of Aquatic Transport Policies and Norms of the Ministry of Transport and Communications of Peru (2020-2022) and in the Directorate of Maritime Affairs of the Ministry of Foreign Affairs of Peru (2014-2019). His professional activities also include teaching undergraduate courses related to Public International Law and the International Law of the Sea.
José Manuel holds an LL.M. with distinction from the IMO International Maritime Law Institute in Malta (2020) and an LL.B. from the Pontifical Catholic University of Peru (2014). He joined the Lima Bar Association in 2017 after defending his thesis with distinction at the Pontifical Catholic University of Peru. His academic background includes international courses and training programs in the law of the sea, including a fellowship at the United Nations Division for Ocean Affairs and the Law of the Sea – DOALOS (2022).
José Manuel actualmente ocupa el cargo de becario de investigación y proyectos en WMU. Apoya la gestión del proyecto de asuntos relacionados con la conferencia académica conjunta OMI-WMU posterior al evento y ayuda en la preparación de las actas de la conferencia académica.
Antes de incorporarse a WMU, José Manuel trabajó para el Gobierno Peruano en la Dirección de Políticas y Normas de Transporte Acuático del Ministerio de Transportes y Comunicaciones del Perú (2020-2022) y en la Dirección de Asuntos Marítimos del Ministerio de Relaciones Exteriores del Perú. (2014-2019). Su actividad profesional también incluye la docencia en cursos de pregrado relacionados con el Derecho Internacional Público y el Derecho Internacional del Mar.
José Manuel tiene un LL.M. con distinción del Instituto de Derecho Marítimo Internacional de la OMI en Malta (2020) y un LL.B. de la Pontificia Universidad Católica del Perú (2014). Ingresó al Colegio de Abogados de Lima en 2017 luego de defender su tesis con distinción en la Pontificia Universidad Católica del Perú. Su formación académica incluye cursos internacionales y programas de capacitación en derecho del mar, incluida una beca en la División de Asuntos Oceánicos y del Derecho del Mar de las Naciones Unidas – DOALOS (2022).
