Mr. Dominguez assumed his role as tenth IMO Secretary-General on 1 January 2024, bringing with him more than three decades of experience serving the global maritime sector, across a spectrum of leadership roles of increasing scope and responsibility.
Initially representing his native Panama, first within the Panama Maritime Authority and in his lattermost appointment as Ambassador of Panama to IMO, his affinity for building consensus saw him elected by his peers as Chair of several flagship IMO intergovernmental meetings, including: the Marine Environment Protection Committee (MEPC), the Technical Committee of the 29th Assembly, and the Maritime Security, Piracy and Armed Robbery Group, as well as a number of Vice-Chair and Board member roles.
A naval architect at heart and by training, Mr. Dominguez gained his first degree at Veracruzana University, Mexico. Recognising from the outset of his career the importance of a multi-disciplinary and multi-sectorial approach to the maritime sector, Mr. Dominguez later went on to pursue a Master of Business Administration (MBA) at the University of Hull, as well as an executive qualification in International Law and European Politics at Birkbeck University, both in the United Kingdom.
This agile approach served him well in better understanding the priorities and navigating the needs of the different stakeholders across the maritime sector, and indeed the complexities of a specialized UN agency whose mission it is to support them. In 2017 Mr. Dominguez harnessed this extensive technical and diplomatic knowledge and experience as a delegate for the benefit of IMO. He joined the Organization, first as Chief of Staff, followed by Administrative Director – leading the Organization through the COVID-19 pandemic. Directly prior to his election in July 2023 as Secretary-General, he was the Director of the Marine Environment Division.
His initial term as IMO Secretary-General, approved at the 33rd Assembly in December 2023, is for a period of four years from 2024 to 2027.
El Sr. Domínguez asumió su cargo como décimo Secretario General de la OMI en 1 de enero de 2024, aportando más de tres décadas de experiencia al servicio del sector marítimo mundial, a través de un espectro de funciones de liderazgo de creciente alcance y responsabilidad.
Inicialmente representando a su Panamá natal, primero en la Autoridad Marítima de Panamá y en su último nombramiento como Embajador de Panamá ante la OMI, su afinidad por la creación de consenso le llevó a ser elegido por sus homólogos como Presidente de varias reuniones intergubernamentales emblemáticas de la OMI, entre ellas: el Comité de protección del medio marino (MEPC), el Comisión de Asuntos Técnicos del vigésimo noveno periodo de sesiones de la Asamblea y el Grupo de protección marítima, la piratería y los robos a mano armada, así como varios cargos de Vicepresidente y miembro del Consejo.
Arquitecto naval de corazón y de formación, el Sr. Domínguez obtuvo su primer título en la Universidad Veracruzana (México). Reconociendo desde el principio de su carrera la importancia de un enfoque multidisciplinar y multisectorial del sector marítimo, el Sr. Domínguez cursó posteriormente un Máster en Administración de Empresas (MBA) en la Universidad de Hull, así como un título ejecutivo en Derecho Internacional y Política Europea en la Universidad de Birkbeck, ambas en el Reino Unido.
Este enfoque ágil le sirvió para comprender mejor las prioridades y navegar por las necesidades de las distintas partes interesadas del sector marítimo y, las complejidades de un organismo especializado de las Naciones Unidas cuya misión es apoyarlas. En 2017, el Sr. Domínguez aprovechó estos amplios conocimientos técnicos y diplomáticos y su experiencia como delegado en beneficio de la OMI. Se incorporó a la Organización, primero como Jefe de Gabinete y después como Director de la División administrativa, ejerciendo un rol de liderazgo en la Organización durante la pandemia de COVID-19. Justo antes de su elección en julio de 2023 como Secretario General, era Director de la División del medio marino.
Su mandato inicial como Secretario General de la OMI, aprobado en el trigésimo tercer periodo de sesiones de la Asamblea en diciembre de 2023, tiene una duración de cuatro años, de 2024 a 2027.
