Born in Guatemala in 1960, Elmer José Germán Gonzalo Schialer Salcedo is a Peruvian diplomat with more than 35 years of service to the State. He has a degree in International Relations from the Diplomatic Academy of Peru, a Master’s degree in Economics from the Pontifical Catholic University of Peru (PUCP), and has completed postgraduate studies in Systems Engineering at the National University of Engineering.
Previously, he served as Executive Director of the Peru Chapter of the Binational Development Plan for the Peru-Ecuador Border Region (2024), Secretary General of Foreign Affairs (2023-2024), Ambassador of Peru to the Federal Republic of Germany (2017-2023) and General Director of the General Secretariat of the Andean Community (2014-2017), where he led the reform and relaunch of the organization.
Likewise, throughout his career, he has been Director of International Economic Negotiations (2011-2014), where he supervised trade negotiations and relations with international organizations such as the Organization for Economic Cooperation and Development (OECD) and the World Organization of Trade (WTO), as well as the affairs of the United Nations Conference on Trade and Development (UNCTAD). He was also National Director of the Initiative for the Integration of Infrastructure in South America (IIRSA) (2002-2004), Deputy Director of the Europe Directorate (2002), and Director of Middle East and African Affairs (2001), among others.
At the international level, Ambassador Elmer Schialer was also Deputy Permanent Representative of Peru to International Organizations based in Geneva, Swiss Confederation (2007-2011), managing issues of development, trade, intellectual property, disarmament and humanitarian law. He has held positions in the Peruvian embassies in New York, Washington, La Paz, and Mexico. Additionally, he was Consul General in Frankfurt, Germany (1999-2002). Likewise, it has participated in important international negotiations, including the Trans-Pacific Partnership Agreement (TPP) and agreements on biodiversity and disarmament.
He has been a professor at the Diplomatic Academy of Peru, the University of Lima, and a visiting professor at the Institute of Diplomatic Training and Studies of El Salvador (IEESFORD); as well as a panelist at various international institutions. He speaks fluent German, French and English, and has basic knowledge of Italian and Portuguese
Nacido en Guatemala en 1960, Elmer José Germán Gonzalo Schialer Salcedo es un diplomático peruano con más de 35 años de servicio al Estado. Es Licenciado en Relaciones Internacionales por la Academia Diplomática del Perú, egresado de la Maestría en Economía de la Pontificia Universidad Católica del Perú (PUCP), y ha realizado estudios de postgrado en Ingeniería de Sistemas en la Universidad Nacional de Ingeniería.
Anteriormente, se desempeñó como Director Ejecutivo del Capítulo Perú del Plan Binacional de Desarrollo de la Región Fronteriza Perú-Ecuador (2024), Secretario General de Relaciones Exteriores (2023-2024), Embajador del Perú en la República Federal de Alemania (2017- 2023) y Director General de la Secretaría General de la Comunidad Andina (2014-2017), donde lideró la reforma y relanzamiento del organismo.
Asimismo, a lo largo de su carrera, ha sido Director de Negociaciones Económicas Internacionales (2011-2014), donde supervisó las negociaciones comerciales y las relaciones con organismos internacionales como la Organización para la Cooperación y el Desarrollo Económicos (OCDE) y la Organización Mundial del Comercio (OMC), así como los asuntos de la Conferencia de las Naciones Unidas sobre Comercio y Desarrollo (UNCTAD). También fue Director Nacional de la Iniciativa para la Integración de la Infraestructura en América del Sur (IIRSA) (2002-2004), Subdirector en la Dirección de Europa (2002), y Director de Asuntos de Medio Oriente y África (2001), entre otros.
En el ámbito internacional, el embajador Elmer Schialer también fue Representante Permanente Adjunto del Perú ante los Organismos Internacionales con sede en Ginebra, Confederación Suiza (2007-2011), gestionando temas de desarrollo, comercio, propiedad intelectual, desarme y derecho humanitario. Ha ocupado cargos en las embajadas del Perú en Nueva York, Washington, La Paz, y México. Además, fue Cónsul General en Frankfurt, Alemania (1999-2002). Asimismo, ha participado en importantes negociaciones internacionales, incluyendo el Acuerdo de Asociación Transpacífico (TPP) y convenios sobre biodiversidad y sobre desarme.
Ha sido profesor en la Academia Diplomática del Perú, la Universidad de Lima, y profesor visitante en el Instituto de Formación Diplomática y Estudios de El Salvador (IEESFORD); así como panelista en diversas instituciones internacionales. Habla fluidamente alemán, francés e inglés, y tiene conocimientos básicos de italiano y portugués
