Mr. Soto is a Second Secretary in the Peruvian Diplomatic Service. He obtained a Bachelor?s degree in Law and Political Science from San Martín de Porres University (2011) and received his Law degree in 2013 from the same university. He also holds a Bachelor degree in Diplomacy and a Masters degree in International Relations from the Diplomatic Academy of Peru (2016), as well as a Master?s degree in Diplomacy, International Relations, Security and Defense from the Internacional Institute for Global Security Studies (INISEG).
Mr Soto joined the Diplomatic Service in 2017. He was coordinator of the General Directorate of America until 2019. He was later posted as Vice Consul and as Consul attached to the Consulate General of Peru in Hamburg, Germany, until January 2024. He is currently a university professor and coordinator for the General Directorate of Sovereignty, Limits and Antarctic Affairs.
Segundo Secretario en el Servicio Diplomático de la República del Perú. Obtuvo el grado de Bachiller en Derecho y Ciencia Política en la Universidad San Martín de Porres (2011) y se tituló de abogado por la misma casa de estudios en 2013.
El Señor Soto es Licenciado en Diplomacia y Máster en Relaciones Internacionales por la Academia
Diplomática del Perú (2016) y Máster en Diplomacia, Relaciones Internacionales, Seguridad y Defensa Internacional por el Instituto Internacional de Estudios en Seguridad Global (INISEG).
Ingresó al Servicio Diplomático en 2017 y fue coordinador de la Dirección General de América hasta
2019 y Vicecónsul y Cónsul Adscrito en el Consulado General del Perú en Hamburgo, República Federal de Alemania hasta enero de 2024. Actualmente es profesor universitario y coordinador de la Dirección General de Soberanía, Límites y Asuntos Antárticos.
