Dr. Chae had experience on board on VLCC for 7 years and granted a 1 Class deck officer license (Mater mariner). After which he joined academic area and have been researching on maritime safety and environment protection technologies. Also, he attended IMO meeting, in particular IMO Assembly, MSC and TCC committee, and HTW sub-committee on behalf of government since 2009. He finished his first master’s degree at Korea Maritime and Ocean University and majored in Maritime Safety and Environment Engineering, and his second master’s degree was WMU MSEA. And, finally he majored in Maritime Technology and Safety Engineering for PhD at Korea Maritime and Ocean University.
Based on his practical and academic experience, Dr. Chae has published various articles and books as author/co-authors, in particular on the subjects of maritime safety. He is mainly focused on safety operation of special purpose vessels and environment protection technologies. Dr. Chae has also been interested in research on safe operation of ships taking into account human factors and accident analysis. In addition, Dr. Chae has interested in research on simulator training such as FMSS,VR, and Maritime Autonomous Surface Ship (MASS) remote operation simulator.
He has led various research projects under government initiatives. His recent research proposal, focused on the development of MASS technology, includes identification of technology issues of MASS operations and its standardization for IMO instruments.
As the chair of both the IMO Expert Group and of the IMO MASS Standardization Committee, he has been in charge of supporting the government in developing strategies for adopting IMO regulations. He also has been registered as a panel of competence person since 2021, and reviewed independent evaluation reports of IMO member States in accordance with STCW 1978, as amended section A-I/7.
Since 2022, Dr. Chae has been the Editor in Chief of the “Journals of International Maritime Safety, Environmental Affairs, and Shipping (SEAS)” that mainly covers the topics of ship design, ship systems and equipment, navigation, SAR, marine pollution, liability and compensation, maritime security, maritime human factors, shipping and port management, marine accidents and traffic risk assessment etc.
