Roxanne Graham is a current PhD Candidate in Maritime Affairs at World Maritime University, Sweden. She is also an Instructor at St. George’s University’s Biology, Ecology and Conservation Department. Roxanne completed her Master of Marine Management Degree at Dalhousie University, Canada in December, 2016. Prior to her graduate studies, Roxanne was a Project Assistant at Roberts Caribbean, Ltd., Environmental and Development Consulting Division. Roxanne has experience in conducting environmental consultancies and contributing to several agricultural and environmental related national reports for Grenada. Roxanne loves fashion and modelling and tied it with her love of conservation by founding and producing a competition called “Face of Grenada- Beauty with a Purpose”. Roxanne is also the Vice-President of Gaea Conservation Network.

Kristal Ambrose

Kristal Ambrose, also known as ‘Kristal Ocean’, is an environmental scientist studying marine debris and plastic pollution in The Bahamas. Her career in the environmental field spans over a decade as she has been working diligently on plastic pollution research and education in her country. She is the Founder and Director of Bahamas Plastic Movement (BPM), a non-profit organization geared towards raising awareness and developing solutions to plastic pollution.

Chamberlain Emmanuel

Head, Environmental Sustainability Cluster, Organisation of Eastern Caribbean States (OECS)


Chamberlain Emmanuel is Head of the Environmental Sustainability Division (ESD) at the Organization of Eastern Caribbean States (OECS) Commission, headquartered in Saint Lucia. As a member of the Commission’s Leadership Team, he advises the Director General on strategy, engagement and implementation in matters including Sustainable Development and Resilience.

Chamberlain leads a portfolio of integrated programmes and projects spanning: Sustainable Ecosystems & Ecosystem Services; Climate Change & Disaster Resilience; Sustainable Energy, and Sustainable Ocean Management – including Governance, Sustainable Consumption & Production, and Clean Oceans. He is at the forefront of a team which is designing, promoting and supporting more sustainable – Green|Blue|Circular|Low-carbon|Resilient – approaches to socio-economic development in the OECS, including a strategy towards a model blue economy SIDS region in the OECS.

Chamberlain is a Professional Civil Engineer, Certified Project Manager, and “Transformation enthusiast”, with over twenty years of practical experience involving development projects and programmes supported by diverse international and regional partners. He holds a Bachelors in Civil Engineering (University of the West Indies, Trinidad), Diploma in Development and Project Planning (University of Bradford, UK), Project Management Professional (PMP) certification (Project Management Institute – PMI), and Masters in Innovation and Entrepreneurship (H.E.C. Dr. Justin Ram is CEO of Justin Ram Advisory Associates and GSEC. He has over twenty-five years of practical, advisory, research, and management experience. Colin Young

International Maritime Organization (IMO), Regional Coordinator – IMO Action Plan and GloLitter


Colin Young joined the International Maritime Organization from February 2009 in the role of Regional Coordinator, Caribbean responsible for facilitating IMO’s input into national and regional development policies and providing active field-level participation in the development, execution and coordination of the delivery of IMO’s Integrated Technical Cooperation Programme (ITCP). He played leading roles in the establishment of the Port of Port of Spain’s Customer Service Facility for the delivery of unstuffed cargo and implementation its Terminal Operating System for productivity improvement and real time container tracking. Industry specific activities included lecturing at The University of Trinidad and Tobago in its MSc. Maritime Management Programme and holding the position of Vice-Chairman Group B (Ports) of the Shipping Association of Trinidad and Tobago. Colin holds an MSc. in Maritime Affairs from the World Maritime University, Sweden, specializing in Port Management and from the University of the West Indies, Trinidad, a BSc. Tricia Lovell

Tricia Lovell has over two decades of experience in fisheries management, environmental conservation and broader ocean governance. She holds a Masters of Marine Management from Dalhousie University and is a United Nations Nippon Foundation Fellow. Tricia has served as Antigua and Barbuad’s National Focal to the Ramsar Convention as well as the Marine and Coastal Biodiversity Focal Point to the Convention on Biological Diversity. She has also served as the Deputy Chair to Antigua and Barbuda’s National Ocean Governance Committee.

Kahlil Hassanali

Kahlil Hassanali is a PhD candidate in Maritime Affairs at the World Maritime University-Sasakawa Global Ocean Institute (WMU-GOI). His PhD research examines the negotiation of the legally binding instrument being developed under the United Nations Convention on the Law of the Sea on the conservation and sustainable use of marine biological diversity of areas beyond national jurisdiction (BBNJ agreement) from a Caribbean Community (CARICOM) blue economy perspective. Alongside his PhD studies, Kahlil serves as a negotiator for CARICOM on Environmental Impact Assessments in the process to develop the BBNJ agreement. Prior to joining the GOI he garnered over eight years experience as a research officer in marine policy and governance at the Institute of Marine Affairs, a multidisciplinary marine and environmental research organization in Trinidad and Tobago. Kahlil holds an MSc in Environment and Development from the University of Reading in the United Kingdom. He was also a 2013/2014 United Nations-Nippon Foundation of Japan Fellow, receiving advanced education in ocean affairs and the Law of the Sea.

David Robin

Programme Director, Ocean Governance and Fisheries, Organization of Eastern Caribbean States (OECS)


David Robin, (Commander, (Ret.)), is the Director for Sustainable Ocean Management Programme (SOMP) in the Environmental Sustainability Division (ESD) at the Organisation of Eastern Caribbean States (OECS) Commission, headquartered in Saint Lucia. David leads implementation of the tailored, integrated, ridge-to-exclusive economic zone (EEZ) – Green|Blue|Circular/Zero Waste economy – for OECS Small Island Developing States (SIDS) and Small Island Territories, which has portfolios of governance, clean ocean and priority productive services, that are guided by OECS Blue Economy foundational frameworks and tools, including and strategic priorities; The OECS SOMP supports: transition of the OECS to a blue economy region towards sustainability and resilience; delivering and achieving national and regional priorities agreed by OECS Member States; strengthening and operationalization of OECS national and regional blue and ocean governance intersectional coordination mechanisms (NICs); and, collaboration with stakeholders and partners. David holds a Masters in Maritime Affairs (Maritime Safety and Environmental Protection, World Maritime University, Malmö, Sweden); Diploma in National Strategy, Policy and Decision Making (Staff College, U.S. Naval War College, Newport, Rhode Island, USA); Diploma, Naval Officers Training (Britannia Royal Naval College, (BRNC), Dartmouth, Devon, England).
