Mr. Toru Hotta has been a career diplomat of Japan since 1996, and has been Director for the Law of the Sea since May 2018. Until then, he had engaged in making an extensive variety of bilateral, regional and multilateral foreign policy, including Japan-US economic affairs (2003-2005), Europe (2012-2013), ASEAN (2005-2007) and UN economic, social and administrative issues (1999-2001). He was also seconded to the cabinet’s directorate for national security policy (2014-2018), where he made a number of analyses and policy recommendations on the geopolitics of ocean. In his current capacity, he represented the Ministry of Foreign Affairs of Japan to co-organise with the WMU an international workshop on BBNJ in February in Malmö.
