Yeontae Kim

Executive Vice President Technical Division,
Korean Register

Mr Yeontae Kim is a naval architect. He acquired his master degree at World Maritime University in Sweden and his bachelor degree at Ulsan University. He joined the Korean Register in 1989 and worked on various assignment, i.e. energy efficiency, hull structure, stability, loadline, international convention, new construction survey, survey of ship in service.

He is currently the executive vice president in charge of technical division at Korean Rehister head office.

Francis Neat

Professor, Nippon Foundation Chair; Head of Ocean Sustainability, Governance and Management
World Maritime University

Professor Neat joined WMU 2019 where he is currently Head of Specialization for Ocean Sustainability, Governance and Management in WMU’s Masters in Maritime Affairs. From Scotland, he has a broad research background in freshwater and marine ecosystems and management. He received his PhD from Glasgow University and undertook post-doctoral work in Italy, Austria and the US. For many years he was a principal researcher at the Scottish Government’s Marine Laboratory. Before joining WMU, he was Head of Strategic Research at the Marine Stewardship Council.

His past research focused on deep water marine ecosystems, the migration of fish and the impacts of fishing on the marine environment. His research has been applied to fisheries management and marine policy development, including the implementation of a network of Marine Protected Areas and the EU policy on deep-water fishing regulations. He has a particular interest in the marine ecosystems, fisheries and management of the High Seas. He has published around90 peer review papers and undertaken extensive science advisory work for the International Council for the Exploration of the Sea, IUCN, FAO and the European Commission at the UN. His current research is interdisciplinary being focused on IUU fishing, marine debris and Sargassum in the Caribbean, gender equality in ocean science, and the UN Sustainable Development Goals.

His teaching experience has been mainly at Masters level and includes fish ecology(Aberdeen University) and global fisheries (Imperial College, London). He currently teaches the “Ocean Processes and Human Impacts” course at WMU. He has supervised numerous post-graduate students, many to PhD level.

Arsenio Dominguez

Director, Marine Environment Division
International Maritime Administration

 

Mr. Dominguez currently serves as Director, Marine Environment Division of the International Maritime Organization (IMO), having served previously as Director, Administrative Division and Chief of Staff. Prior to coming to joining IMO in July 2017, Mr. Dominguez worked for the Panama Maritime Authority starting in 1998 as Head of the Regional Technical and Documentation Office, and as Alternate Representative and Technical Adviser of Panama to IMO from 2004 to 2014.  In July 2014 he was appointed as Ambassador and Permanent Representative of Panama to IMO.

From 1998 to 2017, Mr Dominguez represented Panama at IMO, as well as at the International Labour Organisation (ILO), the International Oil Pollution Compensation Funds (IOPC Funds) and the International Mobile Satellite Organisation (IMSO). He also represented Panama at several shipping conferences, exhibitions, seminars and workshops.  

Having chaired a number of meetings at international organisations, Mr. Dominguez served as Chair of IMO’s Marine Environment Protection Committee (MEPC) from 2014 to 2017, having previously served as Vice-chair from 2012 to 2013.  He also served as Chair of the Technical Committee at the 29th IMO Assembly in 2015, Chair of IMO’s Maritime Safety Committee (MSC) Working Group on Maritime Security and Piracy from 2010 to 2014, and as Vice-Chair of the Subcommittee of Dangerous Goods, Solid Cargoes and Containers (DSC) from 2009 to 2011.

Mr. Dominguez holds a Naval Architect degree from Veracruzana University, Mexico.  He also obtained a MBA in Management at University of Hull and a Certificate of Higher Education in International Law and European Politics from Birkbeck University, both in London, England.
