Anish Hebbar

Anish Hebbar’s current work focus includes risk assessment, maritime accident investigation, domestic ship safety and Member State performance. His doctoral work focused on governance of oil spill disasters and his master’s dissertation focused on risk communication. He brings to the World Maritime University, twenty-eight years of experience in the Indian Coast Guard, which he has synthesized in his book, “Ichigai for the Indian Coast: A proposed doctrine.” He worked on India’s obligations under the OPRC Convention – revising India’s National Oil Spill Disaster Contingency Plan, reviewing plans of ports and oil agencies, strengthening national response framework, strengthening oil pollution response capacity of ports, development of capacity for HNS response and SACEP regional contingency plan. He previously worked on implementation the SAR Convention, consequent to India’s ratification. He served on national committees on fisheries policy and sustainable exploitation of marine fisheries resources. He particularly engaged with antipiracy issues (when piracy in the Gulf of Aden was at a peak) and restructuring of India’s national maritime security framework. He has been a part of Indian delegation to meetings of the IMO MEPC, IOPC Funds, SACEP, HACGAM, ReCAAP, etc. and has participated in bilateral and multilateral high-level meetings and engagements. His sea experience includes search and rescue of man overboard, medical evacuations from merchant vessels, search and rescue of fishing vessels, rescue of vessel held hostage by armed robbers, interdiction of poachers, enforcement of no-fishing zone for protection of endangered species, and safe recovery of ocean data-buoy. He is decorated with the Tatrakshak Medal for meritorious service by the Government of India.

Fabio Ballini

Dr Fabio Ballini has an Economic and Maritime Transportation background. He obtained his MSc in Maritime Economics and Transport at the Faculty of Economics in Genova (Italy) and holds a Ph.D. Electrical Engineering, awarded a European Ph.D. label, from the University of Genova (Italy), Dept. of Naval, Electrical, Electronic and Telecommunication Engineering (DITEN). Dr Fabio Ballini previously held the position of Adjunct Professor and Assistant Professor at the Faculty of Maritime Economy in Genova (Italy) where he taught academic courses on topics related to Maritime Economy, including Social Cost-Benefit Analysis, Gaseous Ship Emissions, Emission Evaluation Models, Intellectual Property Rights in Shipbuilding.

At WMU, Dr Fabio Ballini is currently an Associate Professor in the Maritime Energy Management specialization dealing with academic and research topics related to Smart Ports, Circular Economy and the Clean Energy Transition, Port Energy Management, Gaseous Emissions from Ships in Harbors, Externality Cost in Transportation and Energy Audit Systems in Port. His recent research areas of interest at the WMU in Malmö have focused on Circular Economy in relation to ports cities, renewable energy and alternative fuels as a marine fuel.

Dr Fabio Ballini has extensive experience in developing research projects and project proposals through lifecycle management. Dr Ballini was involved in numerous EU and international funded projects: Horizon 2020 (CyberMar project), Horizon Europe (SeaNergy project), Nordic Innovation (On Shore Power Supply), (TEN T Programme (TrainMos, Mona Lisa 2.0 projects), ENPI CBC MED Programme (CUSTOM MED project), CIPS Programme (CYSM Project), Europeaid tender (IPSEA project), Marco Polo Programme (OTMW-N project), Interreg IVB Programme (SAIL project), etc.

He has published results of his research in leading, internationally peer-reviewed journals such as: Transportation Research Part D Journal; Transport Policy; Marine Pollution Bulletin Journal; Cleaner Logistic Supply Chain Journal and Research in Transportation Business & Management: Energy Efficiency in Maritime Logistics Chains Journal.degree in Mechanical Engineering, with a project on simulations and tests of a Marine Current Turbine, and holds a Ph.D. in combustion (UCL) for a thesis on renewable fuels for diesel engines.

Satya Sahoo

Assistant Professor,
World Maritime University

Satya is an Assistant Professor of Shipping Management and Finance at World Maritime University, Sweden. He teaches various modules in Shipping Management and Logistics (SML) and Port Management (PM) including Quantitative Methods and Market Analysis, Maritime Financial Management and Derivatives & Risk Management. Priory, he has taught various postgraduate, MBA and executive programmes in the UK and in India.

His research interests include Ship Finance, Economic Analysis of Shipping Markets, Freight & Commodity Derivatives, and Maritime Asset Management. His research papers have been presented at leading academic conferences, such as International Association of Maritime Economists (IAME) and Financial Engineering and Banking Society (FEBS). He has published in peer-reviewed journals such as Transportation Research Part A (ABS: 3; ABDC A*; IF: 2.61) and Transportation Research Part E (ABS: 3; ABDC A*; IF: 2.97). Also, he has served as reviewers for various international journals and conferences.

He is awarded a PhD in Finance from Henley Business School, University of Reading, UK. His doctoral research was sponsored by the ICMA Centre scholarship. He holds an MSc in Maritime Affairs specialising in Shipping Management & Logistics from World Maritime University, Sweden and a BEng in Marine from Marine Engineering Research Institute (Jadavpur University), India. He has also worked with Fleet Management LTD., Hong Kong as a Marine Engineer.

Dimitrios Dalaklis

Professor, Safety and Security;
World Maritime University

Dr. Dimitrios Dalaklis joined WMU in the summer of 2014, upon completion of a twenty-six years distinguished career with the Hellenic Navy (HN). Having spent numerous years at sea, his expertise revolves around maritime safety and security issues, including topics under the maritime education and training agenda. Upon graduation from the Hellenic Naval Academy (HNA), he followed the normal career path of a naval officer by serving on-board various large warships of the Hellenic Fleet. After gaining experience as an Officer of the Watch (OOW), he qualified as a Navigator from both the Greek (H.N.) and the Royal Navy (R.N.) and has repeatedly dealt with navigation in confined waters. He has also fulfilled effectively many other duties related to naval operations, such as Operations Officer (Ops), Executive Officer (EO) and he has completed a Command tour at sea, being the Captain (CO) of H.S. NIKIFOROS. Dr. Dalaklis is a graduate of the Hellenic Navy’s Command Staff College and after his graduation from the Hellenic Joint Warfare College he became the Head of the Navigation Simulator Department in the HNA. Then, he continued with various educational and training senior positions ashore.‍

Based upon his expertise, he has performed, coordinated and supervised many series of training involving the use of simulators, as well as on-board practical workout programs. The same applies to various educational and/or professional development activities. He is very familiar with high level educational activities and has served as the Director of Studies in the Hellenic Navy’s Petty Officers Academy; subsequently, he was appointed as the STCW Director (Standards of Training, Certification and Watch-keeping) of the Hellenic Fleet. Furthermore, as a (former) staff member of the Operations Evaluations Directorate, he has conducted numerous audits/inspections of vessels (QHSE activities). Apart from his service in the Hellenic Navy, he has maintained an intense academic activity. He has been lecturing in the HNA in many aspects of Navigation (Ship Handling, COLREG, Tides-Currents, Electronic Navigation – GNSSs, ECDIS, AIS, etc.) since 2005; from 2009 until being honourably discharged from active service he was holding the position of Senior Lecturer in Navigation. Additionally, he has served as an adjunct lecturer in the Hellenic National Defence College (HNDC) in the domains of Geopolitics and Maritime Security. Dr. Dalaklis, an Associate Fellow of the Nautical Institute (NI) and a Member of the International Association of Maritime Economists (IAME), holds a Bachelor in Maritime Sciences from the HNA. His postgraduate studies took place in the Naval Postgraduate School of the United States, during which he was awarded with two different Masters’ degrees (MSc in Information Technology Management, with distinction & Defence Analysis). He then conducted his PhD research at the University of the Aegean, Department of Shipping, Trade and Transport. He is the author/co-author of many articles, journal papers & studies in both the Greek and English language, with a strong research focus on issues related to the implementation of the International Convention for the Safety of Life at Sea (SOLAS) and especially electronic equipment/systems supporting the safety of navigation.

His academic work includes the books (2008) “Electronic Navigation Equipment” (and its new updated version (2016) “Electronic Navigation Equipment and Electronic Chart Display and Information Systems (ECDIS)”), as well as (2011) “Contemporary Sea Transport System and Piracy” and (2014) “GLOBAL GEOGRAPHY: The Key role of the Mediterranean in energy, maritime transport and environmental protection”, currently in use in various Greek higher education institutions. His first book in English (2018) “Trends and Challenges in Maritime Energy Management” was made available by Springer International Publishing AG. Discussing cutting edge technological developments, there are also (2023) “Autonomous Vessels in Maritime Affairs: Law and Governance Implications” and “Smart Ports and Robotic Systems: Navigating the Waves of Techno-Regulation and Governance” that were both made available by Palgrave Macmillan.

Chong-Ju Chae

Dr. Chae had experience on board on VLCC for 7 years and granted a 1 Class deck officer license (Mater mariner). After which he joined academic area and have been researching on maritime safety and environment protection technologies. Also, he attended IMO meeting, in particular IMO Assembly, MSC and TCC committee, and HTW sub-committee on behalf of government since 2009. He finished his first master’s degree at Korea Maritime and Ocean University and majored in Maritime Safety and Environment Engineering, and his second master’s degree was WMU MSEA. And, finally he majored in Maritime Technology and Safety Engineering for PhD at Korea Maritime and Ocean University.

Based on his practical and academic experience, Dr. Chae has published various articles and books as author/co-authors, in particular on the subjects of maritime safety. He is mainly focused on safety operation of special purpose vessels and environment protection technologies. Dr. Chae has also been interested in research on safe operation of ships taking into account human factors and accident analysis. In addition, Dr. Chae has interested in research on simulator training such as FMSS,VR, and Maritime Autonomous Surface Ship (MASS) remote operation simulator.

He has led various research projects under government initiatives. His recent research proposal, focused on the development of MASS technology, includes identification of technology issues of MASS operations and its standardization for IMO instruments.

As the chair of both the IMO Expert Group and of the IMO MASS Standardization Committee, he has been in charge of supporting the government in developing strategies for adopting IMO regulations. He also has been registered as a panel of competence person since 2021, and reviewed independent evaluation reports of IMO member States in accordance with STCW 1978, as amended section A-I/7.

Since 2022, Dr. Chae has been the Editor in Chief of the “Journals of International Maritime Safety, Environmental Affairs, and Shipping (SEAS)” that mainly covers the topics of ship design, ship systems and equipment, navigation, SAR, marine pollution, liability and compensation, maritime security, maritime human factors, shipping and port management, marine accidents and traffic risk assessment etc.

Momoko Kitada

Professor (Nippon Foundation Post);
Head of Maritime Education & Training
World Maritime University

Professor Momoko Kitada is a former seafarer and was awarded a PhD in Social Science from Cardiff University, UK. She joined WMU in 2011 and serves as Full Professor and Head of Maritime Education and Training (MET). She coordinates and teaches in other MSc specializations, including Maritime Energy Management (MEM), as well as the Postgraduate Diploma in Maritime Energy and the Summer Academy on Maritime Decarbonization.

Dr. Kitada leads WMU’s collaboration efforts with the International Maritime Organization (IMO) in terms of women’s integration in the maritime sector. She is a certified Gender Audit Facilitator as well as a certified Monitoring and Evaluation expert. She works for IMO during the joint evaluation and internal audit of the IMO’s gender activities.

Dr. Kitada actively incorporates gender perspectives in her interdisciplinary teaching in maritime subjects, including maritime education and training, maritime energy management, sustainable development, capacity building, digitalization and innovation, and research methodology. She has 18-year research experience in gender equality in the maritime and ocean sectors. Dr. Kitada has a good track record of publications and serves as academic reviewers for scientific journals and referees of project fundings in various research institutions.

Aykut Ölcer

Professor, Nippon Foundation Chair, Director of Maritime Research, Head of Maritime Energy Management,
World Maritime University

Professor Dr. Aykut I. ÖLÇER is a naval architect and marine engineer holding the Nippon Foundation Professorial Chair in “Marine Technology and Innovation” at the World Maritime University (WMU). He is currently the Director of Research of WMU as well as the Head of Maritime Energy Management Specialization (MSc program). He served as the Editor-in-Chief of WMU Journal of Maritime Affairs (JOMA) and Book Series between February’17 and February’19. Prior to joining WMU, he worked at Newcastle University (England), University of Strathclyde (Scotland) and Istanbul Technical University (Türkiye) within the fields of Naval Architecture and Marine Engineering. He played an important role in Newcastle University’s first international branch in Singapore to help the University achieve its objectives in teaching/learning and research activities in the UG and PG programs of Marine Technology.

For many years, he has conducted research independently/jointly and collaborated with other researchers, academics and students all over the world, in particular from Europe and Asia. Dr Ölçer was involved in numerous EU funded FP5, FP6, FP7, Horizon 2020 and EU Horizon projects and IMO projects as well as IAMU and regional projects in Scandinavia. He currently leads the research priority areas, namely “Maritime Energy Management” and “Marine Technology and Innovation”, at WMU. He has published results of his research in leading, internationally peer-reviewed journals such as “Journal of Cleaner Production”, “Fuel Processing Technology”, “European Journal of Operational Research”, “Computers and Operational Research”, “Applied Soft Computing”, “Transportation Research Part D: Transport and Environment” and so on. He is the main Editor of the book “Trends and Challenges in Maritime Energy Management (https://link.springer.com/book/10.1007/978-3-319-74576-3)”, which was one of the most downloaded Springer books in 2018. He delivered keynote speeches all over the world, in particular in the discipline of maritime decarbonisation.

Maria Carolina Romero Lares

Associate Professor; Head of Maritime Law and Policy
World Maritime University


Dr. Romero has been a member of the Faculty of Law at the World Maritime University since 2011 and currently serves as the Head of the Maritime Law and Policy Specialization. She received her Law degree from the Andrés Bello Catholic University in Venezuela and an LL.M. degree from Tulane University in the U.S. before earning a Ph.D. with honors (cum laude) from Leibniz Universität Hannover in Germany.

Dr. Romero’s academic career began in 2005 when she joined the Venezuelan Maritime University as a part-time professor. In addition to her teaching duties, she served as Coordinator at the International Affairs Office of the Venezuelan Maritime Administration. She later became the Head of that office and represented her country at several international meetings at the International Maritime Organization and the International Oil Pollution Funds in London.

With firsthand professional experience both as a delegate at international forums representing her homeland and in the classroom, Dr. Romero brings a unique perspective to the Maritime Law and Policy Specialization. She lectures on International Organizations and Maritime Conventions, the Law of the Sea, and the Protection of the Marine Environment and oversees these courses. In addition, she organizes the annual Moot Court Competition, which focuses on current issues of the Law of the Sea, along with a field study trip to The Hague and Hamburg. She has also been invited to lecture at the IFLOS Summer Academy at ITLOS in Hamburg, Germany.

Dr. Romero places great importance on cooperation activities with Latin America and the Caribbean and has already organized two regional conferences there: the “Maritime and Port Sectors in the Americas: Challenges and Opportunities in Light of the SDGs” conference in Lima, Peru in 2017 and the “Second Regional Conference: Maritime Transport and Ocean Policies: Regional Perspectives for the Americas” in Veracruz, Mexico in 2019.

Dong-Wook Song

Professor (Republic of Korea Chair), Head of Shipping Management and Logistics
World Maritime University

Dong-Wook Song is Republic of Korea Chair and Professor of Maritime Economics and Logistics at the World Maritime University, Sweden. Prior to the current post, he worked at Edinburgh Napier and Heriot-Watt University in the UK, and Hong Kong University. He holds a BA(Hons) with First Class in Shipping Management from Korea Maritime University, an MSc in International Shipping and Logistics, and a PhD in Maritime Economics and Logistics from the University of Plymouth, UK. He also attended an Industrial Economics Course at the London School of Economics.

Professor Song has received a number of academic awards including ‘The Maritime Policy and Management Award for the Best Paper’ at the International Association of Maritime Economists (IAME) Annual Conferences in 1999 and 2001; ‘The Best Paper Award’ at the Asian Association of Shipping and Logistics in 2008; and ‘The Best Paper of the Year 2009’ at the “International Journal of Logistics Research and Application”. He is a Chartered Member of The Chartered Institute of Logistics and Transport (CILT), and has held a number of visiting posts at the Universiti Malaysia Terengganu, Malaysia; the University of Reading, UK; BEM Bordeaux Management School, France; the University of the West Indies, Trinidad and Tobago; Nanyang Technological University, Singapore; Shanghai Jiao Tong University, Shanghai Maritime University, and Dalian Maritime University China; University of Antwerp, Belgium; and University of Agder, Norway.

He is currently an Editor-in-Chief of “WMU Journal of Maritime Affairs”, a former Associate Editor (2011-2018) of “Maritime Policy and Management”, and sits on editorial boards at highly regarded transport and logistics journals. He has worked as a consultant for a number of private and public organisations including the UN, OECD, ADB and World Bank. Professor Song served IAME, a premier academic association in the field of maritime transport and logistics, as an elected Council Member for twelve years (2004-2010; 2012-2018), being among the longest serving Council Members for the Association.

One of his co-authored papers in 2006 is recently enlisted by Google Scholar (2017) as a classic paper in the entire field of transportation. In addition, an article in “Transport Reviews” (2013) shows that his works in port research are highly ranked – among the top listed over the last three decades (1980-2009). Another article in “Maritime Policy and Management” (2013) lists his two papers, published in 2003 and 2002, are among the top 30 most cited papers over the whole forty-year-history of the journal (1973-2013). His prolific-but-impact-bearing-refereed publications are a product from his keen interest in managerial and strategic aspects of global shipping, port and logistics. Raphael Baumler

Professor, Head of Maritime Safety and Environmental Administration
World Maritime University

Raphael Baumler holds a Ph.D. in Risk Management and focuses his academic work on the impact of the vessel’s socioeconomical environment on safety and environment.

Primarily educated as a dual officer, he has worked on various types of vessels. Dr. Baumler spent 20 years in a seafaring career. He ended this occupation after six years as Master on a large container ship. His sea life drove him to work as Staff Captain on a cruise ship, and he completed various assignments as dual Junior Officer on board container ship, ferry, VLCC and supply vessel.

He participates or leads IMO national and regional workshops on MARPOL Annex VI and Ballast Water Management Convention.

He conducted various IMO projects and participated in several other research projects.
