Rogers is an esteemed Emeritus Fellow at the National Oceanography Centre (NOC), recognised for his significant contributions to ocean governance and the legal frameworks surrounding marine autonomous systems. With a career marked by leadership and innovation, Mr Rogers served as the NOC Operational Manager for the Marine Autonomous Systems in Support of Marine Observations (MASSMO) programmes, overseeing initiatives from the first to the fifth phase. His expertise further extended to project leadership roles, including the management of the Long Endurance Maritime Unmanned Surface Vehicle (LEMUSV) programme, which facilitated the development of the Autonaut USV and C ENDURO, as well as the Adaptive Autonomous Ocean Sampling Network (AAOSN).<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">In addition to his project leadership, Mr Rogers has conducted Ministry of Defence-funded research on the legal regimes governing naval marine autonomous systems and currently advises the MOD\/DSTL Project Hecla. His contributions include being a member of the UK Marine Autonomous Systems Regulatory Working Group (UKMASRWG) and supporting the UKMCA MARlab Project. Notably, he was the initial co-designer and Project Leader for the Containerised Autonomous Marine Environmental Laboratory (CAMEL), a project funded by the Foreign, Commonwealth &amp; Development Office (FCDO) that advanced autonomous marine environmental monitoring. His work exemplifies a commitment to advancing both the practical and regulatory aspects of marine autonomous technology.<\/span><\/p>\n<\/p>\n<p><span style=\"font-weight: 400\">Mr. Rogers&#8217;s research and writing focus on ocean governance and marine law, including governance in the Deep Ocean and Arctic, and the regulation of defence marine science and technology. He specializes in marine scientific research, military data gathering, marine autonomous systems, underwater noise, cultural heritage, and the geopolitics of the Deep Ocean and Polar Regions. His work also covers UNCLOS, the San Remo Manual, and seabed warfare, and uses open-source intelligence for analysis.<\/span><\/p>\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\n\n\n\n<p>El Sr. Roland J.
