WMU Chancellor and Secretary General, International Maritime Organization (IMO) (Online)<\/p>\n
Canciller de la UMM y Secretario General de la Organizaci\u00f3n Mar\u00edtima Internacional<\/span> Mr. Dominguez assumed his role as tenth IMO Secretary-General on 1 January 2024, bringing with him more than three decades of experience serving the global maritime sector, across a spectrum of leadership roles of increasing scope and responsibility.<\/p>\n\n\n\n Initially representing his native Panama, first within the Panama Maritime Authority and in his lattermost appointment as Ambassador of Panama to IMO, his affinity for building consensus saw him elected by his peers as Chair of several flagship IMO intergovernmental meetings, including: the Marine Environment Protection Committee (MEPC), the Technical Committee of the 29th Assembly, and the Maritime Security, Piracy and Armed Robbery Group, as well as a number of Vice-Chair and Board member roles.<\/p>\n\n\n\n A naval architect at heart and by training, Mr. Dominguez gained his first degree at Veracruzana University, Mexico. Recognising from the outset of his career the importance of a multi-disciplinary and multi-sectorial approach to the maritime sector, Mr. Dominguez later went on to pursue a Master of Business Administration (MBA) at the University of Hull, as well as an executive qualification in International Law and European Politics at Birkbeck University, both in the United Kingdom.<\/p>\n\n\n\n This agile approach served him well in better understanding the priorities and navigating the needs of the different stakeholders across the maritime sector, and indeed the complexities of a specialized UN agency whose mission it is to support them. In 2017 Mr. Dominguez harnessed this extensive technical and diplomatic knowledge and experience as a delegate for the benefit of IMO. He joined the Organization, first as Chief of Staff, followed by Administrative Director – leading the Organization through the COVID-19 pandemic. Directly prior to his election in July 2023 as Secretary-General, he was the Director of the Marine Environment Division.<\/p>\n\n\n\n His initial term as IMO Secretary-General, approved at the 33rd Assembly in December 2023, is for a period of four years from 2024 to 2027.<\/p>\n\n\n\n Inicialmente representando a su Panam\u00e1 natal, primero en la Autoridad Mar\u00edtima de Panam\u00e1 y en su \u00faltimo nombramiento como Embajador de Panam\u00e1 ante la OMI, su afinidad por la creaci\u00f3n de consenso le llev\u00f3 a ser elegido por sus hom\u00f3logos como Presidente de varias reuniones intergubernamentales emblem\u00e1ticas de la OMI, entre ellas: el Comit\u00e9 de protecci\u00f3n del medio marino (MEPC), el Comisi\u00f3n de Asuntos T\u00e9cnicos del vig\u00e9simo noveno periodo de sesiones de la Asamblea y el Grupo de protecci\u00f3n mar\u00edtima, la pirater\u00eda y los robos a mano armada, as\u00ed como varios cargos de Vicepresidente y miembro del Consejo.<\/p>\n\n\n\n Arquitecto naval de coraz\u00f3n y de formaci\u00f3n, el Sr. Dom\u00ednguez obtuvo su primer t\u00edtulo en la Universidad Veracruzana (M\u00e9xico). Reconociendo desde el principio de su carrera la importancia de un enfoque multidisciplinar y multisectorial del sector mar\u00edtimo, el Sr. Dom\u00ednguez curs\u00f3 posteriormente un M\u00e1ster en Administraci\u00f3n de Empresas (MBA) en la Universidad de Hull, as\u00ed como un t\u00edtulo ejecutivo en Derecho Internacional y Pol\u00edtica Europea en la Universidad de Birkbeck, ambas en el Reino Unido.<\/p>\n\n\n\n Este enfoque \u00e1gil le sirvi\u00f3 para comprender mejor las prioridades y navegar por las necesidades de las distintas partes interesadas del sector mar\u00edtimo y, las complejidades de un organismo especializado de las Naciones Unidas cuya misi\u00f3n es apoyarlas. En 2017, el Sr. Dom\u00ednguez aprovech\u00f3 estos amplios conocimientos t\u00e9cnicos y diplom\u00e1ticos y su experiencia como delegado en beneficio de la OMI. Se incorpor\u00f3 a la Organizaci\u00f3n, primero como Jefe de Gabinete y despu\u00e9s como Director de la Divisi\u00f3n administrativa, ejerciendo un rol de liderazgo en la Organizaci\u00f3n durante la pandemia de COVID-19.
