Graduated from the Peruvian Naval Academy in 1973. He continued his studies in the Hydrography qualification and obtained a master&#8217;s degree in Physical Oceanography at the Naval Postgraduate School&nbsp; (NPS) of the United States Navy. He was Director of Hydrography and Navigation of the Navy, and Superintendent of the Naval Academy of Peru. He retired from the institution in 2005.&nbsp;<\/p>\n\n\n\n<p>He was president of the Board of Directors of the Institute of the Sea of Peru (IMARPE 2007- 2009), Secretary General of the Permanent Commission of the South Pacific (CPPS 2010- 2014) and Vice Minister of Fisheries and Aquaculture (2016- 2018). He is currently a consultant on international maritime affairs and public policy with a particular interest in science and research issues in the fields of fisheries management and the marine environment.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\" \/>\n\n\n\n<p>El Contralmirante (r) H\u00e9ctor Soldi es oficial de la Marina del Per\u00fa en situaci\u00f3n de retiro. Graduado de la Escuela Naval del Per\u00fa en 1973. Sigui\u00f3 estudios en la calificaci\u00f3n Hidrograf\u00eda y obtuvo una maestr\u00eda en Oceanograf\u00eda F\u00edsica en la Escuela Naval de Post grado de la Marina de Estados Unidos de Norte Am\u00e9rica. Fue Director de Hidrograf\u00eda y Navegaci\u00f3n de la Marina, y Director de la Escuela Naval del Per\u00fa. Pas\u00f3 al retiro de la instituci\u00f3n en el 2005.&nbsp;<\/p>\n\n\n\n<p>Fue presidente del Directorio del Instituto del Mar del Per\u00fa (IMARPE 2007 &#8211; 2009), Secretario General de la Comisi\u00f3n Permanente del Pac\u00edfico Sur (CPPS 2010- 2014) y Viceministro de Pesca y Acuicultura (2016-2018).
