At its seventieth session in October 2016, the IMO Marine Environment Protection Committee adopted amendments and associated guidelines to chapter 4 of MARPOL Annex VI that will establish mandatory requirements for ships to record and report their fuel oil consumption as well as other, additional, specified data including proxies for transport work.

Data collection is intended to be the first in a three-step approach in which analysis of the data collected would provide the basis for an objective, transparent and inclusive policy debate in the MEPC as part of a roadmap for the development of a comprehensive IMO strategy on reduction of GHG emissions from ships.

This roadmap identifies the adoption of an initial strategy in 2018, including identification of candidate further measures with possible timelines, and adoption in 2023 of a revised strategy including further measures, as required, with implementation schedules.
